The car when i bought it had 12" minilite with spacers on it and they are still on, but I am supposed to have 10" wheels. I have drums all round and I have a set of wolfrace 10" in the garage, but they need new tyres. The problem is that when my insurance starts at the end of june I havent declared I have alloys and so I need to get some satndard 10" otherwise my premium goes up £400!

Get a new insurance company. When I was 17 and had my first mini, I declared my alloys and it cost me an extra £50.
That was about 5 years ago, but I doubt it's changed THAT much.
I have a set of 10" steelies in the garage. They are the ones with the plastic covers that fit over. I havent got a picture. If you're interested PM me.

Ok, now this is not my area of expertise so... should he just put the 10inch wheels on the spacers or
remove the spacers and change the wheel studs ???
although i would agree with Jomo, try another insurance company. £400 sounds steep for alloy wheels.
don't forget the option of increasing your excess.
there's no point having an excess of £100 on a mini, when you can fix most things yourself.
what would be the most money you would be prepared to spend on repairs to the car BEFORE you made a claim on the insurance?? £200?? £300??
then your excess may as well be £200/£300 , it MAY bring your premium down.

id agree with change your insurance company. im still on my first year of insurance on my '94 (which also happens to be my first car), and my insurance company (quinn direct) do not charge me any extra for visual modifications, which is great! give them a go. they were the cheapest for me.
