There was an "amnesty" for incorrectly registered kits, as long as you had MoT test certs as evidence that it had been on the road in it's present form. I have no idea if that still applies.

 

The clincher with your Metro will be getting the shell classed as unmodified, sounds very unlikely if you're cutting much of it away to fit an engine in the back. A Q plate will at least allow you to side step some emissions standards.

The amnesty is long gone.

 

However........

 

If you can PROVE that DVLA were informed pre regulation changes (SVA) but they didn't do the necessary with the log book then you can have it corrected without now having to go through IVA. Just what they would accept as proof though is a good question.

 

Having a kit registered as new might sound nice but in reality it can be a pain as it means you need to meet current regs (emissions is an iffy area if the make & model isn't on the tester's list). Age related plates and Q's often make life easier from this respect.

the emissions test is based on the age of the engine not the car

 

if your 1 recon part used is the engine the test is to the year of the engine, no cat needed etc

And how do you prove the age of the engine to the MOT tester? If you roll up with a car with a "14" plate on it he'll test it to 2014 emissions rules and you'll have to argue the case for the engine being from an older motor and prove it to his satisfaction. It's not impossible and if the tester knows and trusts you or if it's the same one year after year then you're OK but it's an additional faff.

 

And what happens if you're pulled for a roadside check? Not so common on cars rather than vans or trucks but it does happen - are you going to start carrying proof of the engine's age in the glove-box? and will half the traffic plod actually know the regs? I know of two cases (one personally and one I've seen on a Police Stop type programme) where a motorbike with a daylight MOT was pulled up because it didn't have headlights and the plod involved argued black was white that it was illegal - the TV case actually took so long to resolve getting a qualified inspector out that it had gone dark by the time they admitted the guy was legal and then he had to pay for a recovery service to get the bike home. I've a mate who was pulled up in a recovery truck (heavy wrecker on it's way to recover a broken HGV) and reported for no MOT.

 

Like I say - it's not impossible to go for a brand new plate but I wouldn't because of the potential hassle involved in actually using the thing afterwards.

from what has been written on here you only need proof of the engines age once at the MOT

 

it is then recorded on the computer and every emissions test after this is done to this standard, i'm guessing a road side check would have the same computer system

 

i know when people have changed engines on here in a otherwise standard car the DVLA still need something to say where the engine came from and it's spec

 

so good idea to have a copy of the v5 from the original car or something similar
