Ethel suggested measuring resistance I suggested measuring voltage. The voltage measurements are easier when everything connected. Again, put a coin between the points (this makes the circuit "closed") then turn the key to the run position. Use the multimeter to measure voltage between coil (+) and earth. The earth can be any bare metal spot on the engine... or the dizzy housing.
If you find 12V on coil (+) with the coin in place, you do not have a ballast resistor in the wiring and you need to add one. If you measure 6V to 9V, that says there is a ballast resistor or resistor wire in series with the coil. Let us know what you measure.
I don't know specifics about when Minis did and didn't have ballast ignition systems. Others will have to answer that one.
