In his other thread involving this pump he also found a "rear" filter between the pump and tank. He reported that the filter on the suction side of the pump was full of crud and after cleaning that out the pump works better. (Link to other thread below).

Steve, it's great you found part of the problem but don't stop now. Move the pump to the rear and mount as Dusky shows in the picture he posted. I happen to have the same filter you have in the engine bay but mine is located between the pump and tank so I can visually examine it and clean (or replace the element) as necessary. I use a cheap, disposable plastic filter right before the carbs on the pressure side of the pump to catch any silt that gets past the rear filter.
