I have this carb, it is a HIF, but not a 44 or a 38.
Anyone have any idea what it is?

HI FZX 1285 fitted to Austin princess 1700 1979- its a HIF6 (1 1/2 ) with BEL needle as standard ..

It measures 44mm.. but it looks nothing like any 44 I've seen.

How would I find out if it's a turbo?

give su a ring they should be able to tell you by giving them the number (FZX 1280). the only maybe useful information was this "HIF44 Service Replacement Carburettor suitable for:Austin Metro 1300cc 1980 Onwards, using SU specification numbers:
FZX 1280, FZX 1281 and FZX 1412"

when we where racing , used a pair of HS6 FZX 1211 from a maxi , then a pair of HIF 6
