i'm trying to get rid of the rust on my mini and have sanded past all of that flakey red stuff and got to that dimpley black stuff is it ok at that stage to paint over it with a zinc primer or does it need some other treatment to banish it for good?

The only sure way to get rid of rust is to cut it out... but failing that I would use some rust treatment and the a zinc primer.

The black stuff is still rust, you really want to get rid of it all and back to bare shiny metal, If you dont the rust will come back through.
This is why it is said that you cut the metal out and replace it.. this is true but only if you can not clean up the metal so it is 100% shiny again. I.e. no black dimples.
A dremmel style multi tool (£10 ) from homebase, B+Q etc is excellent for this

cheers guys, don't think i'll be cutting it out as there isn't that much of it but still want to get rid of it for good, i'm gonna try and get it back to shiny metal, thanks again

Small sandblaster works a treat on these small areas.

2 things, Coca Cola and some tin foil.
soak in coke, and rub with tin foil, off comes the rust. sorted!!!!
