Buying Mini With No Vin Or Registration

loads of minis have had new front ends and scuttles put on and in many case's vin plates were never replaced

so why should it be a problem

my v5 states on it "made from parts sum or all which may not be new" 

and retained it's correct dated plate

have you asked the seller why there is no v5

you never know he might be a honest person

and have a genuin reason

he like hundreds of other mini owners in the past swap shells and parts 

why does every one jump to the conclusion it must be stolen

if it's a good shell why scrap it 

keep minis on the road not the scrap heap

There has to be a damn good reason for it having no id for you to even consider buying. If we keep buying these cars with no ID, it'll only fuel the theft of our property to be sold on later.

It's not just got no VIN, it's got no V5, no registration mark, nothing.  No data available at all????  There's no way I'd touch it, not a chance.  As for this 'keeping minis on the road' argument, what if it's a mini that's been stolen and stripped for parts and the shell is all that's left?

A Vehicle Identification Number (VIN or chassis number) is required on all vehicles first used on or after 1 August 1980. except those which are
. kit cars
. amateur built vehicles
If a VIN cannot be found the vehicle presenter should be advised of the likely location of the VIN and to thoroughly search for the number with the aid of the registration certificate. If following this action the VIN cannot be found the vehicle presenter should contact the nearest Vehicle Registration Office.
  5. Check that the vehicle is permanently displaying a legible Vehicle Identification Number (this can either be on a VIN plate secured to the vehicle or stamped or etched on the vehicle body or chassis).
  5. a. A Vehicle Identification Number not permanently displayed, incomplete or not legible
Note: Only one VIN is required to be complete and legible.
b. more than one different Vehicle Identification Number displayed.

Note: It is acceptable for a vehicle that has been manufactured as part of a multistage build, (a modification taken place to a vehicle at the manufacture stage before sold as new) to show more than one VIN.

The second and subsequent stage VINs will also be a 17 digit VIN and will be displayed on an additional plate.

When a multistage built vehicle is presented for test the last stage VIN must be used for MOT documentation

DVLA can only recognise your vehicle as a reconstructed classic vehicle if it meets certain criteria. It must be:

built from genuine period components from more than one vehicle, all over 25 years old and of the same specification as the original vehicle
a true reflection of the marque
The appropriate vehicle owners’ club for the vehicle type (‘marque’) must inspect the vehicle and confirm in writing that it:

has been inspected
is a true reflection of the marque
is comprised of genuine period components all over 25 years old
They must also give manufacture dates for the major components.

DVLA will assign an age-related registration number to the vehicle based on the youngest component used.

New or replica parts
Your vehicle won’t get an age-related registration number if it includes new or replica parts. DVLA will give your vehicle a ‘Q’ prefix registration number. Your vehicle must pass the relevant type approval test to get a ‘Q’ prefix registration number.

That's applicable IF you're building a Mini using a second hand shell. You're cherry-picking quotes out of context.

It's saying that IF you lose your car's ID, you can only get an age-related plate IF you use period parts. If you build from new parts, it'll be Q-plated.

But that's only relevant IF you use your ID. You won't lose your ID if you use new panels or a new shell. New panels or a new shell ARE the correct way to restore and retain the required points to retain the ID.
