So I reversed from my driver and snapped the wing mirror off
Do I need to take the door card to get to the bolts?

No, door card doesn't need to come off. The door mirror should have a little plastic cap underneath the base where you can access to undo them
The nuts are also accessible where the window is, so remove the chrome window strip on the inside of car and you'll see the nuts down in the door.

One bolt came out but the other just spins so i'll take the chrome strip off and have a gander

If you can get a flat screwdriver or scraper between the mirror and screw you should be able to keep the screw "tought" while unscrewing it and it should come out.
