Rust How Bad

Hello guys ive got some pics of my mini that has small but i fear quite major rust damage on the front wings and door. I was hopping i could cut out rust then use filler or something else as i dont own a welder to solve the problem. You may get away with wirebrushing it, put some rust converter on it and repaint it for the time being it will slow it down, the rust is in the seams so will need to be cut out and welded.

That will require new panels realistically. The rust starts in the seam by the wheel and works its way through to the outside, once it has done that it needs replacing. Also with the area thats blown out that will have quite considerable rust under the paint so wire brushing will only fix it for a short time. 

The wings attach with spot welds along the top edge (where the bonnet shuts), along the lip underneath which connects the front wing to the front panel and along the external a-panel seam. 

Cutting out a fillering wouldn't actually work anyway incidentally as filler is designed to be spread on a metal panel so covering a hole isnt possible. (it would also crack and fall out at the first sign of a bump)
