Doug, I've looked closely at the shop manual and noted that it shows no evidence that a washer is used with the float valve. There was no washer in place when I disassembled the carb. As you noted, the Minispares image shows no washer. Barring any convincing info to the contrary, I'm not going to use a washer.
Understood. Curious though as I certainly remember them on the HS2s which use the same float bowl lids, valves, and floats. Regardless, if the valves seat well enough in the lid and the fuel level is close to right you should have no problem without fiber washers.

There should not be a washer under the needle valve housing, you do see these sometimes on very old H-Type carbs but not a modern HS4

Perhaps that is what I am remembering then. However, I am certain I have seen fiber washers on the float valves of HS series carbs. Maybe what I am remembering were washers installed by previous owners to set the float height on carbs using the all plastic float .

A-cell, the new shaft fit snug to the body, so no need for the bushes.
Bubble, I think I have my answer, so no need for Simon.
Doug, my H2's have washers. I suppose the designers decided that they were redundant, at least for the HS4's.

Thanks mate! When I rebuilt my then-62 year old MG-TD H2's the spindles were well knackered but the body was OK. From what have read, that is usually the case.
