Tackled this again tonight.
Heater assembly dropped down, knocked the cross shaft almost completely out (used a bolt of similar size to the cross shaft to knock it through), cleaned the shaft, greased the shaft, knocked back in place.
Did this a couple times.
Tightened it all up, refitted the clevis pin to the master cylinder, checked the pedal return......BINGO!
Returns like a beauty!
