when the engine is stopped , the vacuum is replaced with air / fuel mix from the manifold , at atmospheric pressure
the fuel drops out of the mix & accumulates at the lowest point
there will also be some condensation as well
you could get a device - a chamber with a diaphragm in the centre , which stops the moisture , but maintains a vacuum
but I can't remember the name
some diaphragms are damaged by fuel vapour - vac advance units are prone to this sometimes
