Right, I cant get the radius arm off.

The outside bolt is off, but the inside one isnt. When I spin the inside bolt, the nipple on the outside spins with it thus not loosening...

Heres a few pictures..

This is the bolt on the inside which wont loosen.

And here is the 'nipple' that just spins at the same pace as the inner nut..

How can I get the nipple to not spin and let me loosen the inner bolt???

Undo it first and remove them both before you take off the bracket, like it says in the manual. Then the thrust washers still have something to bear against. If you don't want to bother putting it back together you could try locking two nuts together on the outer end to allow you to hold it still. 1/2 UNF nuts are quite big though and the only others you might find are probably on the other arm. At the moment you should be able to slide the arm off the pin to allow you to hold the pin itself but don't damage the pin surface anywhere along its length or you'll damage the bearings on reassembly.
