As KTS said if you've removed the needle it needs to be repositioned correctly.
In a NEMAG Speedo the odometer is directly geared whereas the speed indication is determined by the magnetic force on the drag cup. The Speedo can be calibrated by changing the amount of magnetic force.
This is a very old document but gives a good flavour of how the speedo is calibrated.
