Hi, how to adjust my mixture on a HS4 carb without a lifting pin. As my mini is really sluggish/ slow

Take off the air cleaner and lift the bottom of the piston with a small screwdriver. The blade width should 1/4" and you slowly rotate the blade under the piston until it is vertical. It helps to have a small mirror on a stick to see what you are doing.

Won't taking the filer off make it leaner anyway?

Only very slightly. You could set it then richen it about 1 flat and it will be OK
