Highly unlikely unless you have contacts in the DVLA or Police, but that's an assumption on my part that an engine number can be matched to a registration number.

What's up with it?

Don't In straight away. Can you elaborate the problem mate? The engines are really good and only tend to wear out at high mileage or high compression

If you know someone that works for a garage I think they can type the engine number into the computer and get the registration number.  I know this can be done against the chassis number as I bought a motorcycle with no number plate and no registration document and had someone check it out.  Police, DVLA and VOSA are NOT interested in helping you.

From the registration number you should be able to get the MOT history from VOSA and see the mileage.   Mileage however is no indication of condition of engine.

Did you supply the engine or did the garage supply it?

If it was the garage then you should be able to get them to fix it or supply a new engine.
