Yes looks like a standard Rover Minilite style alloy wheel as fitted to most Mini Coopers (and a few limited editions etc) from late 1990.

The Mini 30 LE and 1990 RSP Mini Cooper had similar but the wheel nut holes were in line with the wheel spokes and Rover changed that for fear of metal fatigue or so i've heard tell.

Failing the DIY approach, you could try a proffesional company like these:-

Spit And Polish

Oh, and to stop it happening in future, only use STICK ON balancing weights! The hammer on type chip the laquer and allow water in!

Where do I measure to get the dimensions ie 13 x 5.5, cheers for all the help so far.

Also whats the largest size wheel I can use on a standard 91 cooper WITHOUT having to modify the body work?

13" across the face of the wheel.

5.5" is the width of the wheel itself (not the tyre).

yeah, but i was just using those dimensions as an example of measuring.

13's will need arch cutting almost certainly.
