The heater has nothing to do with the rigidity or otherwise of the pedal and steering column area. It may have a slight effect on the centre part of the lower dash rail, but considering how it is usually fixed, it's contribution would be minimal. I do think that something important must be missing. Maybe the wrong pedal box?
