Now I am more confused than ever haha.

Who would have a definitive answer? The DVLA?

There is no confusion, before the 1970 act, fitting the steering lock was voluntary, once the act came in it applied to 4 wheel vehicles, this was a legal mandatory requirement to comply with the construction and use regulations. The act has since been changed and repealed but its still the measure used for vehicles built and registered at that time. There was a significant registering of vehicles of all makes towards the end of 1970 to make sure there were no non complying vehicles left.

Insurers are now more flexible and understanding with regard to changes made to older vehicles and as such tend to assess the risk on a case by case basis. The main thing is the insurers need to be notified.

I have also seen Mini's in this date range without steering locks but who knows when they had them removed; possibly for the same reason you want to?
