I think you'll find that 3 in 1 is 20 grade, the same as SU oil.I think there are different types of damper used in the HIF44 - there should be a number embossed on the black plastic cap. What piston damper are you using in he HIF 44?

What do you mean by which piston damper? I'm using 3in1 oil or possibly 10w40 engine oil and a red spring in the dashpot, sorry for the vague answer. I put the carb on last year so I've forgotten.
And standard SU damper oil is straight 20 weight, the closest multigrade is 5W30. 3 in 1 is less viscous.

I say again, what damper are you using?
Dampers are not matched.

Pistons and dashpots can be matched, but they are interchangeable. It's more getting the clearance within tolerance to get an acceptable air seal than mating surfaces. Hif's would be less fussy as they ride on ball bearings.
The final drive gearing and engine compression will affect engine breaking, as would binding brakes. Take advantage of AC's superior knowledge before chasing too many possibilities and going round in circles though.

Whistler is right, genuine '3 in 1' oil is indeed 20 weight, according to their website: https://3inone.com/products/motor-oil/
