For sure its possible that it has been properly re-instated to the road by whatever repair, but I'm sceptical after seeing so many of these logbook specials on Ebay

I bet there are other cars (not just minis) not running their original reg for this purpose - it may be more prevalent on minis though due to the extended production of minis which was 41 years compared to the 40 year exemption - once 2041 comes this wont be a thing with minis anymore.....(assuming car tax rules don't change but think it will with the electric thing coming)
Land Rovers also with long production are probably the other most common car for having later models running on old log books to gain tax exemption plus having a separate chassis means there are some 'interesting' hybrids that are not what they seem.....

Re Steve/sonscar - not sure how you got old T reg to be 1998, but I'm not against anyone doing what they want if they want to take the chance - many people break the law and take the chance/risk they'll get away with it
As stated by the OP, main issue is if they sell it to an unknowing person and then that person runs into any issue with it and loses the car or gets fined or whatever happens
I think the 1998 confusion may have come from when the OP owned the Mini in question and at a first glance of the post it could be confused as being the stated year of the Mini if someone was not aware of the old T reg year as being for 1979.

Surely if this had been properly scrapped the dvla would have rescinded the logbook?Someone is probably very happy to own it and may not be any type of criminal.Do not spoil his day.Steve..
I’m not out to spoil anyones day or enjoyment of their Mini. It’s just concerning from my point of view as that Mini was stolen off our drive, presumably joy ridden and crashed. The last time i had eyes on the car it has substantial front end damage. It was my understanding that this vehicle was scrapped. I can not recall what paper work was done at the time but it was certainly not sold for re use

I remember when Vehicle log books were visibly 'stamped' when a car was written off by the insurance company to protect future buyers but that process was stopped in 1973 as indicated in the link below.

Maybe that is why your old Mini was repaired or reshelled to live another day and why any buyer would be unaware unless an HPI check recorded the fact and was applied for. Often buyers don't bother checking especially when buying cheap secondhand cars or rely on their own inspection of the vehicle.

You don't know the story of your old mini since you last saw it.
In my opinion it's none of your business. Get a new hobby.
