Seems to be the going rate for the valve now unless you can find a good used valve.

I always put my minis into 1st gear, handbrake on then kill the engine with the key... If it runs on just lift the clutch
That is exactly what I have always done. Never had any problems.

Weak meaning lean, or weak meaning bad mixture?
When my A-series ran on it was due to too weak fuel mix and in dire need of a de-coke!
It can also be the wrong plugs.

After getting the timing to spec, its almost gone, there is a very minimal amount of it, like a split second, and it happens only on hot days! its weird.
I unplugged my current anti run on valve for test purposes, and the car had a hard time starting and staying at idle, which tells me the valve works.
I plugged it back and the car went back to normal.

It was normal on the high compression A+ engines of the 80's. The valve just allows more air in to the manifold to stop the engine sucking fuel, you could do the same with a different valve, unless you want one for authenticity. An alternative tactic is to seal the float chamber venting off.
