As said it was normal on the high compression A+ engines of the 80's and early 90's, especially with carbs adjusted to meet MOT emissions regs, which is why many Metros and carb Rover Mini Coopers had anti-run-on valves fitted as standard from the factory.
Allowing an engine to run on can cause damage and BL/Rover could not put in the handbook for the average motorist:-
"put your Mini into 1st gear, handbrake on then kill the engine with the key... If it runs on just lift the clutch."
