As said it was normal on the high compression A+ engines of the 80's and early 90's, especially with carbs adjusted to meet MOT emissions regs, which is why many Metros and carb Rover Mini Coopers had anti-run-on valves fitted as standard from the factory.

Allowing an engine to run on can cause damage and BL/Rover could not put in the handbook for the average motorist:-

"put your Mini into 1st gear, handbrake on then kill the engine with the key... If it runs on just lift the clutch."

Put a rubber glove finger over it and test to see if it is still operating. I was suspicious of the one on my RSP last year and was a bit concerned about the price. I traced the fault elsewhere.
If it fails, it will fail open, and the engine will probably never start.
Check the idle screw on the carb: mine had readjusted itself
Good luck

I've got a drawer full of rubber glove fingers from waterproofing distributors. Thanks, now I have a use for them  :D

What I did was to unplug the power feed to the valve.

Indeed the car had a very hard time starting and running at idle.

Hi, Turns out I have three.  One has the anti run on valve in a pipe, the other two have a filter on them.

Raising the clutch in top gear to reduce rpm then turning off is the most common way. Don't use 1st gear.

However, for a fraction of the price of an anti run-on valve, get ebay item no. 284623854979 which is a NORMALLY OPEN solenoid valve, a couple of fittings and hose, small amount of wiring from the switched live at fuse box and you're sorted £20.00 should cover it.  .
