Whilst under normal circumstances they can be beneficial, if there is a build up of hot air under the wing caused by the liner then without the cowl and rubber there is another air path from the rad into the general under bonnet area.

 

But then Rover did delete them from the later cars and included a restriction of a fan blocking the hole up.

When fitting the 1275 head to the 998 block is there  restricters required to reduce water hole size to force water to the far end of the block.

Hi Minesred,    yes the fan is on the correct way.  (ribbed side facing rad,  smooth side facing engine).

Regarding "restricters fitted when fitting the 1275 head to the 998 block",   nope,  I'm not aware of any restricters being necessary,  I took the head off a while ago and as far as I remember everything lined up as it should.

 

My current plan is to unbolt the liner tomorrow and see if that makes any substantial difference,    if it does I'll carve a large cut-out in it and re-fit it,   but try to leave the areas most vulnerable to mud (scuttle, headlamps) protected.

I would say they are massively beneficial.
Mine went from running hot sitting in traffic in an average day temperature( low 20s) to perfectly stable temps in all temperatures
It's not something that can break electrically or mechanically. It's a no brainer
