London Ulez Classic Car 'historic' 40 Year Exemptions?

There seems to be some confusion over this?
Some websites are saying all classic cars over 40 years old registered in the 'Historic' tax class are exempt from the daily £12.50 ULEZ charge.
Others say "Cars constructed before January 1st 1973, will not have to pay the charges associated with the ULEZ."

Even the official 'Transport for London' website is confused:-

Historic vehicles
"You can apply with the DVLA stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class.
All vehicles that have a historic vehicle tax class are exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).
In line with the existing LEZ discount all vehicles constructed before 1 January 1973 are exempt from the ULEZ, regardless of commercial use or otherwise."

Anyone know which statement is actually correct?
In the official TfL vehicle checker linked below my pre-1973 Mini comes up as ULEZ exempt but my post-1973 Mini comes up as charged.
Both are classified as 'Historic' by the DVLA on their V5c's.

Interested to hear what others get when entering their 'Historic' reg number in the official ULEZ vehicle checker below especially if post 1973.

I would say go by this statement: 

 

"This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class"

I’ve just checked my 1967 Riley Elf and have got the following statement;

 

 

This vehicle meets the ULEZ emissions standards

You do not need to pay a daily ULEZ charge to drive in the zone, and are helping to improve air quality across London.

I checked my 1979 Moke using the "Check Your Vehicle" by entering the reg  and it came back as being NON EXEMPT for all it is classed as a historic vehicle so I went on to the Register a Vehicle for ULEZ and answered the questions and it came up as I did not need to register. 

I am still not sure if this means it is exempt or not , it did not appear to be clear.

Update to my earlier post, I found another ULEZ page and went through the process again and the result came up my vehicle IS EXEMPT from the ULEZ charge.

It appears entering the reg no throws up conflicting information to actually registering a vehicle.

the guidance seems clear;  if the vehicle is registered in the historic vehicle tax class, or isn't but was manufactured before 1973, it's exempt from the ULEZ charge

pre 79 was the old tax rule then they changed it to the rolling 40 year system (some time before ulez started  ?)

well ok both things are true fair enough

 

you are right and that rule applies irrespective of anything else 

 

however.. ALSO

it would appear that some of the tax-free status cars have automatically been added to the ulez free list but others haven't, if that's the case you can apply for exemption with the link i posted above

 

the whole thing is obviously a total shambles but what else would you expect from TFL

Manufactured 1982 and shown as 'historic' on V5c since April of this year but comes up as charged on the ULEZ vehicle checker below despite meeting the rolling 40 years old requirement....

The High Court judgement will be interesting and, perhaps, still many anxious thoughts.
