Excessive Ride Height On Dry Suspension Saloon

I went to look at a 10" wheeled Mini saloon with dry suspension, a few days ago.

The height from the top of the tyres to the wing lip was around 6 inches on all 4 corners.

The does not have HiLo's.

It may have been stored on axle stands in the past. Could this be the cause?

I assume extra washers have not been added between the trumpets and the knuckle joints which was a method of raising ride height before Hi-Lo's appeared in the 1970's?

 

These are the factory washers to raise the suspension.
3.41mm thick. Suspension has a 3:1 ratio on front and 5:1 rear:-
