Recently purchased some Timken wheel bearings in the pack there is a rubber “O” ring is this used and where does it go?

It goes on first. 
 

it was added to help seal the brake plate onto the boss.

I believe to use the O Ring, the boss on the Arm has an O Ring Groove in face of them (the bearing side). If there's no O Ring Groove, don't fit the O Ring.
