I recall back in the 80's our local authorities did look in to speed limiters. I don't know the details of their study, but obviously, they didn't go ahead at that time. 

I can however see at some future point, they'll likely come in, but I think presently, there's too much money being made by various governments by not having them.

When the post first came up I searched for an article and read it. The limiter will be able to be disabled by the driver temporarily. So it won't actually stop anyone who is trying to speed.

I keep getting a vision in my head of a guy in a MK1 850 joining a motorway with the ISA telling him to increase his speed to match the traffic, while the guy is shouting at the black box " I'm going as fast as I fu#@ing can you piece of sh#t.
