Here's the site that should tell you all you need to know: http://www.ukmot.com/manual.asp

From what I can make out you don't need a reversing light (nor a fog light as it's pre 1980). I guess if you only have one seat then you only need one belt, too.

drivers seat and belt is fine.

As long as all the TREAD is covered by the arch and not visible from above then you're ok, but the tyre wall can protrude.

it wont be sprayed at this time so will be tatty paintwork does this matter?

no this doesn't matter at all. Paint condition isn't an MOT requirement. Rust is.

Reversing lights are not an MOT requirement.

I'm not an MOT tester so I cant guarantee this is right but;

do i have to have a full interior or will a drivers seat and belt surfice.

I dont see why not, but you must only have the drivers seat in (and it must be securely mounted and the belt must work as intended !)

do the arches have to cover the whole tyre width or can it set out up to an inch

I believe that you arent allowed to have any of the 'tread' showing out of the archline when looking down from above. I know a couple of people that have it sticking out a little though and they passed.

it wont be sprayed at this time so will be tstty paintwork does this matter.

No probs as long as the bodywork is sound and all the panels are there !

With regards to the light, I am not 100% sure but if there isnt one fitted as standard, I dont think you have to have one. There might be a cut off point for this age wise though :-

Regarding the arches, IIRC I don't think it's an MOT requirement that they don't protrude, but it *is* a legal one. So theoretically they might pass it and you could get nicked on the way home from the test station!

Correct, as for the others... answers above

And just before you ask, no you don't need a fog light either, but if it's fitted, it MUST work ( with a tell tale switch )

As for the colour, when my '72 when for it's first MOT they had to inquire as to what colour it was, as the bonnet was red and green, the main panels were Yellow and blue, the doors were brown and the boot lid was purple ! and the rest of it was filler and primer... lol

If you don't have rear selt belts I think it will be illegal for you to take passengers in the back til you get it re MOT with those seats in, I would assume the same applies for the passenger seat.

He won't have rear belts on a 77 model anyway, unless they were retro-fitted.
Interesting point on passenger seat though, might as well stick it in there to be on the safe side.

You do NOT need a passenger seat for MOT. We MOT our race car for bedding in brakes during the race season and our MOT place is on the ball.(will not let us get away with anything :'( )

If you remove the passenger seat, make sure that you do not have the rear seat cushion in. If you do this then becomes the 'front nearside seat',(as the one next to the driver is missing) and will then require a seat belt even tho' your 77 car is not fitted with rear seat belts. So to recap, make sure all you have in is the drivers seat no other 'cushions/squabs'
