That 7 bolt pattern was used on Springall steering wheels, are there any markings on the boss?

I haven’t been able to find an exact match yet, but it seems closest to the later Springall wheels, a larger version was fitted to Lotus. Similar boss type, bolt pattern, raised ring under the bolts

Walsall Wheels made steering wheels for a few brands including Les Leston

I like that you’ve said, yet.
I’ve done image look up a few times but don’t find the same 7 bolt pattern. Originally it was grey painted.
It’s quite dished and is 13”
Hard to know it’s worth, but if originally painted grey, it is likely to be low level spec?

This is a Springall brand boss, same 7 bolt pattern but a different casting style and these were normally held together with rivets rather than set screws.

That's some Stirling work.
Wondering if this wheel originally did not have the tabs/spats and as fashion changed holes were drilled and they were added.

As you say not a positive ID but leaning towards something made by Walsall Wheels for Springall?
