I had the following parts on my 1964 Mk1 with a 998 and there was plenty of room:
Minispares stage 1 kit
HS4 carb
KN offset cone filter

Have you got the correct cone filter with the holes offset like this?

Use standard housing. They are way better than many of the pancake filters.
just fit a suitable element.

As said above, fit a standard factory plastic HS4 air filter housing (with a K&N filter inside) and refit the elbow on your HS4, also it will be much quieter inside the car without all the induction roar behind the dash from most aftermarket filters.
