Those speeds sound about right for mine.
A variable delay unit can be made with a simple 555 timer circuit and a cheap relay.

There must still be factory wiper "relays" that could be pressed in to service - Landrover is likely to give the most fruitful googling.

 

It would also be a doddle for an ESP board internet controlled screen clearing being strictly optional, but you could do wash/wipe like a "proper" car and/or an "intelligent" interior light.

I have had a set of Suzuki Stalks in the workshop for a few years now, I can't recall off hand which model. They are handed the right way and have all the functions I'm after, including an intermittent wiper function, but like most other stalks out there, they have no horn. It's just one of those things that I'll get around to, I'll likely move the horn button to the centre of the steering wheel. They seem very well made and I'm sure they'd be more durable that anything that BL fitted.
