i dont know if this will help but the compression for 2, and 3 has always been lower on all the A series engines iv ever done a compression test on and this includes 3 998s and 2 1275s. im asuming that the outer 2 cylinder have similar compression and so does the inner 2? if i was you id pick up and old head anyway, make sure its in alright condition, slim the faces, re gringd the valves in and stick it on with a new head gasket, make sure its torqued down correctly and you should gain a fair bit of compression. i woud also run a cleaning agent through the cooling system to clear any blockages(even if small).
Measure the wear on the bores, chances are you will get away with new rings and a hone, especially with that millage.
Reconditioning you box should be hard, it will last for ages if you correctly shim it out correctly
