sounds good to me.
you know if im painting a bare shell inside should i put this down and paint over it or just put it ontop of the freshly painted steel?

Paint bare steel first, but if the shell already has sealed primer (like BMH shells) you can stick it straight on that.

Not that I wish to get pedantic being a newbie and all!...but...
Proper sound deadening such as Dynamat Extreme,is an elastomeric butyl which actually transfers vibration into heat. Items such as flashing tape merely add mass to a panel,reducing its resonance.
Flashint tape if you're on a budget but Dynamat and ex are non comparible.I've used both and in a mini...if you have silly amounts of money,lining the floorpan transforms the car totally.
