The engine is running VERY lean to cause the cat to overheat, something is very wrong. There is an excess of oxygen in the exhaust causing the very high temps resulting in the cat overheating. You will need to check the integrity of the cat as well as overheating like this can cause the ceramic substrate to crack and crumble.

Best bet is to get a diagnostic done on it, it could be anything, faulty injector, faulty fuel regulator, blocked fuel filter. faulty oxygen sensor, or any other sensor.

Check all the mechanical bits first. Change the fuel filter and check the fuel pressure is 3 bar


Daft question, but there is fuel in the tank???

Yes you do need a cat especialy on that age of Mini. You can remove it but there are tell tale signs that the cat is either not fitted or not working. That being the smell of the fumes. you would then have to refit it for the MOT as they would fail it, not because its not there, but because of the Cat test results, its unavoidable!!
