I am currently in the process of building a mini turbo, and it will be going in a mini equinox which is a P reg so therefore with the MOT regulations for the emissions test i would need a CAT but because the engine is older hence turbo will it need a CAT test or does it just going on when the car was registered or the age of the engine, can anyone help

....as long as you can prove the age of the engine !

Yup, as said above, as long as you can prove the age of the engine the test is based on whichever is oldest.
Do you still have an engine number on the engine? If so, that will be enough proof for them. It will be different to the engine number for your year of car that is stored in their database.

it should go on what ever is oldest BUT
trying to prove that xxx number is from xxx year will be more or less you word against theres ...
and to be honest they will normally just look at the cars first date of registration ... ( i know i do !)
so if the car is above a j/k reg then be prepared for a argument to get it past emmissions with no CAT !
