That is Mad Matt from Australia. This was the first of 'this' generation of engines running, there only being two similar to it prior to this that anyone knows of, one 8valver in America back in the early 90's and the other a 16valver in the mid 90's, in United Kingdom/ France, by Bruno Roulle.
John Kimmins was to be the second person in recent history to have a running 16valver, then theres some debate about the next one but as far as evidence goes, Jim Lyons of Sheep Speed Racing was the third and also the first EVER 16v Turbo!!!
I'm sure there will be a mass dabate about that

yes maddmatt beat me to it by about two weeks - though mine was the first of this generation running in a car.lol! Jim Lyons was indeed the next - about 3 weeks after me!
hopefully this year will be many more of the little beasties running round
