could be that the relays sticking so try new relay.
is the light coming on on the hazard switch when switched on? if not then it could be the switch.
other than that faulty wiring somewhere.

Clean and inspect the connector on the rear of the hazard switch. If that's not the problem buy a new switch. It is possible to open the switch up and overhaul it but it never goes well and they don't last long afterwards.
