What is this and what does it do

im Quite new to mini mechanics and couldnt find it in the haynes

Heater Tap. Turns on flow of coolant to heater in car, should have a cable running to the arm that sticks out of the front.

Heater valve opens & closes with cable from dash to allow hot water to heater unit

This explains why my buddies heater do not work seems to have seized.

on all the minis I have owned i have never used the second knob - the heater has always managed to get to full tilt without it.

Is it just me, or do the vents (at least the ones in the dash) not actually blow out any warm air (unless it's a warm day!) regardless of what the heater is doing? I didn't think they were connected...?

Thats because they are fresh air vents and not part of the heater

Minis up to '88 push for heat, Minis '88 on pull for heat. If your cars were all pre 88 the heater is set to full with the cable pushed right in.
