Im using Alleycats (8x13) and its all ive driven mini-wise so i have nothing to compare it to but it doesnt kill your arms at all! Sure you have to hold onto the wheel rather than be cool and drive with no hands, but frankly if you feel the need to let go of the wheel when your driving that much, you shouldnt be allowed on the road...and my wheel bearings (front ones) have lasted a good 12 months which isnt necesarily bad, at least they get changed regularly
the back wheels are fine, had a little play in them but put some grease in and they are as solid as they were when new!

13s are fine, despite what purists will tell you. 10s are better but 13s don't destroy the handling.

Get 13's set up correctly and they'll be fine but there's not much you can do to get away from the aquaplaining, tramlining and extra component wear compared to smaller lighter wheels other than gritting your teeth and getting on with it.
as the others have pointed out, some like 13's, some don't.
It's all opinion,..... If you like 13's... good for you, fit them and enjoy them
If you don't,.. then great, don't fit them and don't comment
