you can use a wire brush remove all loose bits of rust then use kurust (right spelling?) after an hour or so apply another coat wait till it dries of any minute holes appear you can filler and or use alluminium strips iv used metalik, good stuuf (not sure about the spelling again) smooth over with the applicator wait till dry and paint with hammerite either with tin form or spray can its good use for preventing the rust spreading

oh sorry it could have numerous effects if its surface rust then you'll be lucky, however it could rot away more metal spread create holes that will need welding etc.

you might end up doing a not so good job but at least it keeps the rust re-forming till you get it re-sprayed

Think you might need a new scuttle panel. If not it'll be take it back with a grinder, treat the area. Filler or fiberglass the hole and paint. A quick fix really as you need that panel to be in good shape.

As ginger monkey said really, ideally you would replace the panel, as you can never get rid of rust when it gets to that stage, either that or you cut it out and patch it with clean metal. A quick fix would be as said above, but only expect it to last about 6 months until you see it bubbling again.

I'd put money on all of that rust not being surface rust. Looks like ther'es horrors underneath mate,..

Think about how long you want to keep the mini, rust can only get worse unless you cut it all out and put nfresh metal in there and the treat it to a good coat of paint applied correctly. If you'r not gonna keep the car that long,.. the quick fix is for you,... if you do want to keep it,.. then fix it properly and you wont have to worry ever again.
