i had a buldge exactly like that on my alloys that were on my mini when i bought it.
there were too MWS 10 X 6 alloys with Falken FK 07 E tyres.
after speaking to minispeed in depth about it, its where the fibres (i think) in the wall of the tyre have snapped due to the stresses of stretching the tyre.
those particular wheels from MWS, are poorly designed copies, and the well in the middle of the wheel is in the wrong place, making tyre fitting a nightmare.
i tried 3 companies, and ruined 2 tyres becuase they ripped the metal band in the tyre when they were fitted.
i was advised to loose the wheels, as i had one with a bump like yours, and two front rims with no tyres.
i suggest you either loose the wheels and replace them, or hope to find someone who is willing to stretch the tyre without damaging it.
the tyres not so safe while it has the lump in it either. sold mine, and got some better ones from huddersfield on last years london to brighton, and they are still 10 x 6 and have falken tyres and have been perfect.

another reason not to use MWS, i thought the one thing you could rely on them for was wheels and tyres.
i dont use them simply because their attitude stinks regardless of the cr## they sell

New set of Yoko's maybe?
Might re-paint the inserts gloss black whilst the tyres are off, but then again thats more work and money
Ok so, what tyres do you recommend?

Are they a branch of Shuddersfield Shiney Spares? They both seem to have poor attitudes, and sell cr@p, well shuddersfield still sell decent arches, thats all though.

Found the picture of the alloys the first day I fitted them! Low and behold:
