Yup, the inner sill spot welds to the door step where the rubber door seal goes on.

Outer sill spot welds to the door step along the edge that runs along the side of the car.

If the door step is solid, it is possible to split the inner and outer sills and keep the door step inplace.

ahhh nice one...with the door step..it has ony rusted through slightly through on one area...is it possible after doing the inner and outer sill to just replace a small section or weld on a small plate?

Would this work?

Yes this would work take the outer sill off and then you can repair the door step from the underside ie. a plate from underneath paint it all for added protection
then you can let a piece of metal in from the face on top of the plate underneath. Hope this makes sence
