Wheelbearings come with a wheelbearing, that's all! Parts are just parts, the responsibility for how they are fitted lies with whoever fits them. The manufacturer and retailer are only responsible for them being up to spec. Some parts tend to come with special fittings if they are required (such as the castellated nuts on CV joints) but not standard fittings like Nyloc nuts as garages and workshops would have a stock of these on hand anyway. Remember that as a home mechanic you are not really the target customer for any automotive parts suppliers. Most parts are still sold as just parts. A head gasket set for an engine that uses head bolts doesn't come with new head bolts does it? It's interesting that you'd never re-use bolts that are made of solid steel and are in general perfectly OK to re-torque if you can stretch measure them properly but would happily re-use a nut that is actually destroyed as part of fitting it and matches itself to the thread.

i suppose it depends on where you get your parts from, but the trade supplier i use via a garage tends to get new nuts and bolts with the majority of things.
i will consede that most garages have stock of bolts - but i very rarely see them use new bolts unless they damage the originals!!!
then. i will consider myself scalded and will now hail a taxi. >_<
