Worn Carb Or Ignition Related?

Got the mini running today, but its only running on 2/3 cylinders, i have a good spark at all the plugs, fuel is flowing. Is this ignition related or could it be a worn carb?

take the air filter of and see if you get any blowback through the air inlet......when revving!
