Although people have welded cast iron, its not a weld that carries much strength, and where there is mechanical stress and heat, i doubt it would survive very long.
One option could bee to fit a steel valve seat in the inlet side first then machine for a steel valve seat on the exhaust, but when there isnt much between the valves to start, its goinng to bee very difficult.
I think you are right that the best option is to start again.
Remember, no need for the biggest valves you can get to sit side by side

for those valves you need to let it warm WELL before you drive off!
get another head and treat it like that and it wont be long before you got two scrappers!
treat it well and wil last you years!
