Is it possible to take heater valve off without draining the radiator? ?

The inline valve you can just undo it, quickly disconnect it and hold it above the level of the rad
Or squash the hoses flat either side of the valve so no coolant escapes

I got a wet/dry vac cleaner
I put one hose in the vacuum pipe , thumb over the other & suck some coolant out - till its below the level
check the antifreeze condition while you are at it

205 GTis are great cars - I've had mine for almost 7 yrs, but I'm not sure if I would recommend one unless you have a decent budget. Hard to find a nice one these days.

I change my mind daily, one minute its a engine conversion, then its sell the mini, then an A2 bike license. They are have become quite pricey recently though
