I had the same problem before and it turned out to be fuses, i changed all my inline fuses to blade fuses, the old fuse box was all coroded

just had same thing on my 1993 mini it was in line fuse tucked up behind carb .holder corroded so fitted new blade type and all works fine now

It's probably the hazard switch - spray some wd40 into it - and switch it on and off several times - snapping it back and forth. Now try the flashers !
