As a matter of interest, the Monte Minis never actually had the roof racks fitted during the competitive parts of the rally. I did the Monte that year (1966 - the 'disqualification year') and the organisers made the rules so that only a 'Group 1' car had a chance of winning and then restricted all Group 1 cars to a maximum of 12 wheels & tyres (12 is from memory, it might have been less). So, in order to get the necessary wheels to the start of the competitive sections, we had to use a roof rack for some of the wheels. When we got to the start of the competitive sections we took the roof racks off as they just knocked so much performance off the cars. When the roof racks were removed the difference in performance was really noticeable.
Thought you might like a bit of 'Mini history'.

As a rally car or as a standard car?
I'm just about to start the comprehensive restoration of a 1966 rally Cooper to full historic specification.

As many have said already door squares and a stick on front numberplate would be a great starting point for the rally look. Now depending if your going mk1 or mk2 rally style will depend on the type of stick on plate you go for. Mine is mk2 styled and has the square plate on the bonnet, however mk1 rally minis tended to have the long type one as cooperman has mentioned with regards to positioning. A rear boot spotlamp is a must and as you have front spots then thats also a great starting point. Also keep your eye out on ebay for a boot hook as per the originals (same as mini moke bonnet securing hooks). I would say either group 2 narrow type arches or do as i have and run without, oh and a white GB sticker might be a nice addition but i see you have a nice chrome one :)

Chances of finding one in the U.S. are probably somewhere between Slim and no chance in hell.

Any chance there's a place that still sells them or good pics/Specs so I can fab one if they are not available anywhere?

The square number plates were introduced to allow the rally plates to be mounted vertically on the front without obstructing the grill and oil cooler. Agaqin this started for the Monte carlo Rally as most other organisers were happy with the plated, which were metal in those days, to be rivetted flush to the bonnet.
I've had both types over the years.
When doing a 'rally style' Mini, remember that the suspension is always slightly raised on a rally car and they are not noisy as the noise level is checked before every event.
