looks to me like there was water under there before it was sprayed to be honest

no, the water would have come out when spraying, ruining the paint job, it cant be that

What makes you say that?

From the look of the top edge, the paint has been sprayed from above. The air wouldn't have blown in to the seam at the top at all. Even if it had, the water would surely come out on the rear of the panel?

well, the force of the paint / air moves all reminants of water around and it can go on to the paint, as the headlight rings look like they have been well covered with paint, i am sure he has gone over them with a spray gun, at different angles to get coverage. any water and it would have gone all over the paint, you could have seen it a mile off.

also, you can see this as on the right hand side of the headlight rim he as got coverage as paint it right up to the wing, (as you said,he didnt do this at the top) but this still rusted. if there was water here it would have gone on the paintwork

Yeah, sounds about right.

Luke, was it wet out at all when the shell was taken over to the paint shop?

This is what happens when you use rust treatment instead of removal. A new wing should of been put on instead of trying to treat a known bad area of a mini.

Ahh that's the original wing that was on the car. It could be that rust had already started behind the reinforcing plate for the head light. The only thing to stop that now would be to either cut that lot out or bite the bullet and put a new wing on. Probably not the news you want to hear Luke. >_<

I don't see much point in cutting it off now it's painted. Since it's going to be beneath the light fitting I would sand it back to bare metal and touch up the areas with paint. Then soak the whole area in waxoyl/dinitrol thinned with white spirit so it runs in to the nooks. Wipe off the excess and leave it.

You might as well get what you can out of that wing now it's painted.

This is the attitude I've been using towards mine lately. Minis aren't ever perfect, if you try to make them so, you'll never get to drive it.
